On the 25th of September 1998 Gas Plant One at Longford exploded.
Until 1992 there had been fulltime engineers on site at Longford. These were people who climbed over and under every pipe on the site in their management of process safety. They were really familiar with all the operations. But in 1992 they were relocated to head office in Melbourne.
The result was the operators on site, had no-one that they could turn to on an easy basis for advice. Had those engineers been there, the operators would have turned to them for advice on the day of the explosion and the engineers would certainly have warned against re-introducing warm oil.
